I guess we can't answer this question until we talk about conformance which
we've agreed to avoid until the end.
As for making it an attribute vs. using inheritance... I'm not sure how
making it an attribute would say this any stronger than having an
inheritance tree... an implementation could implement only the
PolicyEvaluatorLocator either way. My motivation is so that in an
implementation you could locate the PolicyLocatorAdmin interface remote
from the PolicyLocator... for example you might co-locate the PolicyLocator
with the ADO for performance reasons and cache things. The
PolicyLocatorAdmin might be remote.

Probably not.. at least I don't think we've decided this. I have noted
this question in the attribute description.
