A small comment (nit, really), and a question.

Comment: Page 30 second line at the top of the page replace:

"(system default evaluators are no longer consulted)"  with:

(system default evaluators are no longer consulted unless a system default
evaluator is a member of the added list)

Question: Do you recall the rationale for making PolicyEvaluatorLocatorAdmin
a read only attribute of PolicyEvaluatorLocator? The reason I ask is that
this pair of interfaces does not seem to have the same problem as the
PolicyEvaluator/PolicyEvaluatorAdmin pair, i.e., there may be no PolicyNames
associated with a particular PolicyEvaluator (the evaluator is the one and
only policy). By making the PolicyEvaluatorLocatorAdmin a read only
attribute of PolicyEvaluatorLocator, it seems we are saying that you don't
have to provide a PolicyEvaluatorLocatorAdmin for an HRAC implementation. Is
this what we intend to say?
