updated outstanding issues list

Hi all,

I'm sending a list of outstanding issues with HRAC submission. The current
version includes:
- changes made during the submitters meeting on January 10 in Arlington
- issues brought up by Bob Burt that came out during 2AB's implementation of an
HRAC prototype.
- Issues brought up by Kurt Schurenberg, Healtheon Corporation, and posted to
hrac-eval@omg.org (BTW, does anybody mind if I subscribe hrac mail list to
hrac-eval@omg.org?)

Quite a few issues (from Bob Burt and Kurt) do not have anyone assigned to
address them. So, it will be great help from you, HRAC submission supporters
and submitters, if you pick up unassigned issues and propose their resolutions
to the list. Even if each of us resolves a couple it would be a lot.

I'll post notes from the submitters meeting on Jan 10 shortly.
