No, Bob's right.  There is no reason for this for HRAC. It's a [bad] habit
of mine to include it.  Sorry.

There is also a const commented out that should not be.  That was because I
registered the IDL in an interface repository that couldn't handle const
and forgot to remove the // afterwards.
