Konstantin,

The "file" orb.idl is in fact not a file, but an indication to the IDL
compiler to include definitons for base CORBA types (e.g. TypeCode, ...).
Since HRAC does not utilize any of these types, I see no real reason for
its inclusion. It might be part of an OMG style guide dated later than the
one I have.
