[Initial submission] 10/1 draft

Hi,

This is the last draft I'll get out before the submitters meeting on
Tuesday.  Changes from yesterday are: some additional explanatory text from
me and some words from Konstantin on the discussion topics requested in the
rfp.  There are no IDL changes from the 9/30 draft, but there is additional
explaination of the Rules types.
