Hi,

Attached is a paper that includes draft 2 of the HRAC IDL.  It includes the
rational I plan to use for my "scope" section of the submission and the IDL
as it currently stands.  It is missing some detailed descriptions of the
operations, but I'm hoping by posting this today I can get some feedback
from people who will not be in Austin next week to take into that meeting
(or perhaps update this before Austin) and provide some grounding for
people writing other sections of the document.  I will start on the scope
section of the submission and the detailed explainations of the operations
tomorrow and will post to the list as I get significant updates.  

I am also including the IDL (and the included IDL) in case anyone wishes to
compile it.
