possible down time of HRAC mail server and mail archive

Due to the threat of the hurricane Georges, the HRAC mail server and the mail
archive might experience down time in the next few days.

If you do not receive the message that you have sent to the mail list, then
please be patient. Hopefully by Monday all services will be in their regular
production state.
