[COAS-List] Re: ObservationValue IDL

I can't find the IDL expressing the content of ObservationValue from
section 4.2.6.  Is this missing deliberately because it is to be
supplied by some of the proposed information model?  Without a baseline,
it will appear difficult to obtain interoperability or to establish the
conformance class.  What is the thinking here, and am I missing something?
