[COAS-List] Web Page for the COAS Web Site

I just put together a web page for the COAS web site to make it easier
for people to know what is what.  

On the conference call this morning we discussed needing a place to keep
a list of issues.  I have started a list (that came out of the
conference call) on the bottom of the web page.  To submit others please
send them to me or to the COAS list (I know we have a lot more).
