Burlingame meeting and document update

Hi,

The HRAC submitters met with the COAS submitters in Burlingame on November
12, 1998.

Next submitters meeting will be February 17-19 in Miami, FL. 
Conference calls will be bi-weekly starting November 24 at 2 pm eastern

The ResourceName type was modified to be a sequence of string-pairs.  This
change is reflected in the attached update to the HRAC initial submission.  

The powerpoint slides that I used to present the HRAC at CORBAMed will be
on the OMG server on Monday - you are all welcome to use them when
discussing the HRAC if you'd like.
