Initial submission 10/15 Noon edition

Hi,

Attached is the latest draft.  It includes (I think) all the changes that I
was responsible for providing text and IDL for based on this mornings
conference call.   Tomorrow I will add all the additional text from people
who said they would provide input today.  I will also carefully review  ALL
other editoral input and list resolved suggestions that I receive by 5 PM
today from anyone who wishes to comment on any part of the document.  

Anything received after 5PM today will be looked at as time allows... but
may not make it into the initial submission.  Simple editorial stuff and
typos' things that wander in I'll try to fix Monday, but I have a full
schedule next week and therefore very little time for substantive changes
after tomorrow.    I will get new drafts out as I get additional input from
members of the team.  At this point, I think I have completed my personal
writing assignments and you are free to review them for consistency on what
you think we agreed to.
