PolicyEvaluatorAdmin

Hi,

Currently the PolicyEvaluatorAdmin inherits from PolicyEvaluator.

I would like to make PolicyEvaluatorAdmin a readonly attribute of
PolicyEvaluator and not use inheritance.  This object ref could be nil for
implementations that don't support the admin interface.
