New draft

Hi,

The attached has additional sections from Konstantin and Bob Blakley's
input on Design goals.  It also has a couple of name changes for IDL types
suggested by reviewers.

I'm headed off for an unplanned dental visit... I should be able to put a
new draft out sometime tonight.
