[Issues]
I believe it's time to start organizing and, the most important, prioritizing
outstanding issues that the submission team believes it has to address in order
to respond to the RFP.
I'm starting a new thread on outstanding issues. We need to have an inventory
of all issues that pertain to the HRAC RFP submission and have some degree of
consensus on the issues priorities.
Anyone who can express any issue/problem/question in English (or Spanglish or
Russglish, etc.:) form, please do so and send it to the list.
A simplest priority scale could be as following:
1. Should be addressed in the initial response (10/19/98)
2. Should be addressed in the revised response (3/1/99)
3. Should be addressed in the final submission
4. An interesting issue. It relates to the topic and in the scope of the RFP,
but it does not have to be addressed in the response at all.
5. Should NOT be addressed at all because it's not related to the subject or
beyond the scope of the RFP.
