COAS submitters feedback

I attended COAS RFP submitters meeting on Monday (7/27) in order to give a
brief overview of the HRAC submission state and to solicit feedback from COAS
team.

After a short overview, we had discussion about what type of queries an ADO
client would want to make on ADO.

Besides the basic query ( F: resource x operation x credentials -> bool), there
were suggestions to be able to make the the following one:
F: resource x credentials -> {operation}*, or even F: credentials -> {resource
x operation}*

BTW, the suggested queries, besides pros and cons in using them by clinical
systems, are good candidates for HRAC administrative tools. During HRAC
administration, a user might want to ask questions of the type "What can be
accessed by this user?". Although, I believe that in healthcare domain a more
popular and more critical question is "Who and using what operations can access
this part of this patient medical record?"
