Bob,

  I agree with your point about sensitivity labels possibly
being too simplistic.  In my last message to Juggy, I came
out in favor of the view that in many cases, certain
information within the RESOURCE is in fact RSM as well as
operational data.  The examples you cite below fall into
this category.

  If you look in my messages, you'll see a pattern emerging
that advocates the use of "HRAC Policies" as the mechanism
for structuring a flat "HRAC Resource Space."  There are
some other subtleties that I'm working through, and then
I hope to post a revised object model and a proposed set of
IDL interfaces for consideration.
